Grinding for Power Rush Ps

Roughly an hour in... I see Koopas dropping everything from Fright Masks to Happy Hearts, yet not a single Power Rush P dropped or even held... advice?

Grinding for Power Rush P, you do know those are purchasable from the Pianta Parlor after Chapter 6, correct?

Also, you're fighting Koopa Troopas, correct? (Look at this guide: http://www.gamefaqs.com/gamecube/920182-paper-mario-the-thousand-year-door/faqs/63451)

Finally, badge hunting takes time. I should know; I've wasted too much of my live trying to get a second Charge badge.

Well, I'm doing this in a pre-hooktail file so... yeah. It's my only option. Otherwise I would be grinding coins instead.
